Cost & housing

Perugia is the affordable capital: Umbria’s grand hilltop city, with real cultural life, two universities, and a proper economy, at prices well below Florence or Rome. Rent and buying are both reasonable, and because it’s a real university city rather than a tourist town, rental supply is steadier than in the Umbrian hill villages.
Renting
These reflect a decent, functional apartment with a real kitchen and a lift. Cheaper exists if you compromise on condition or location; the big student population keeps central demand firm each autumn but also means plenty of rental stock.

Buying
Prices are rising steadily, up around 5% across the city year on year, off a low base. Perugia is one of the most affordable regional capitals in central Italy to buy in, kept modest by its size and its student rather than tourist economy.

Other monthly costs
Utilities are a national market in Italy, so that range holds roughly anywhere. Perugia’s hilltop winters are cold, so heating works harder here than on the coast.

Our take
Perugia is the sensible, cultured, affordable choice in central Italy: a real city with a magnificent historic centre, an international student buzz, jazz and chocolate festivals, and a fast-enough reach to Rome, at prices that shame the famous Tuscan towns. If you’re renting, the student market keeps it cheap and well-supplied; if you’re buying, you’re getting a regional capital for hill-town money. The catches are that it’s inland and steep, but the Minimetrò and buses handle the hill, and the value holds up.
The one thing nobody else tells you: Perugia is unusually international for a mid-sized Italian city because of the Università per Stranieri, the University for Foreigners, which has drawn students from all over the world to learn Italian here for a century. That means a small Umbrian capital has a cosmopolitan, multilingual, welcoming feel, and an easier soft landing for a newcomer than most Italian cities its size. No property listing tells you that, and it matters a lot for someone moving from abroad.
